Collaborative Governance of National Defense Infrastructure Driven by Data Fusion Quality: A Four-Party Evolutionary Game Analysis

Abstract: Aiming at the realistic pain points of insufficient coordination of national defense engineering construction subjects, prominent information barriers and difficult release of data value, this paper incorporates data fusion quality and information sharing level as parameters into the game analysis framework, and constructs a four-party evolutionary game model including military, local government, central government and construction enterprises. The research shows that the quality of data fusion and the benefit coefficient of information sharing are the core driving forces for the co-evolution of the whole system. The big data supervision of the central government can significantly slow down the security risks of military data sharing; when the security risk coefficient exceeds the critical value, the army will take the lead in exiting data collaboration, causing the system chain strategy contraction. The validity of the conclusion is verified by numerical simulation, which provides theoretical support for the modernization of big data-enabled defense engineering governance.
