Abstract: The full island closure of the Hainan Free Trade Port poses new demands for the external dissemination of culture and the construction of its overseas image. This study examines the cultural resources of Hainan, defines the connotation and constituent dimensions of the overseas image of the Free Trade Port, and explains the theoretical connection between cultural dissemination and image construction; it investigates the current communication channels and practices, assesses the effectiveness of the overseas image based on audience perception, and diagnoses major problems such as weak cultural narrative, insufficient collaboration among communication entities, and the lack of synergy among multiple IPs; it systematically constructs and optimizes strategies from four dimensions: content reconstruction, channel innovation, entity collaboration, and efficiency improvement. The study holds that the core should be ‘cultural empathy’ to reconstruct the local narrative system, build a regional communication pattern of ‘communication center - communication hinterland - communication network’, form a communication ecosystem with the collaborative efforts of multiple entities, establish a communication effect assessment and dynamic optimization mechanism, and truly make Hainan a shining emblem showcasing China's style.
